Senior Leadership Team

Mikal Bøe
Founder and CEO
Mikal Bøe is a senior maritime executive with over three decades of experience, spanning roles from floor to board level in shipping, finance, and technology. As Founder and CEO of CORE POWER, Mikal plays a key role in developing and deploying a new generation of nuclear reactor technologies for marine applications. Before founding CORE POWER in 2018, Mikal served as Chief Risk Officer for two large publicly listed ship-owning groups in the US and Asia over the preceding decade.

Matthew Forrest
Corporate Finance
Matthew brings over two decades of maritime finance and energy infrastructure experience to his role. His career spans ship surveying, broking, and global shipping finance and advisory - combining a technical understanding with financial acumen to support the development of advanced nuclear energy solutions for ocean transport and heavy industry. He began his career as a ship surveyor with Lloyd’s Register of Shipping, before transitioning into shipbroking across chartering and sale and purchase markets. He has worked in corporate finance and advisory since 2001, building a reputation for strategic insight and deal execution in the global maritime sector. Prior to joining CORE POWER in 2025, he spent 18 years in Singapore working for BNP Paribas in its investment banking business, latterly heading the bank's shipping and offshore finance and advisory business across APAC, where he oversaw a wide range of complex finance transactions, including conventional debt, tax-based structures, and Islamic finance solutions for corporate and private clients. Matthew holds a BEng in Naval Architecture from the University of Southampton and an MSc in Shipping, Trade & Finance from Bayes Business School (City, University of London). He is a member of the Institute of Chartered Shipbrokers.

Motoki Ishii
Japan Country Head
Motoki Ishii is the Japan Country Head at CORE POWER. With a background of over 40 years' experience in marine business, international business development and finance, Ishii brings extensive experience to the senior leadership team. After graduating from the Sophia University, Faculty of Law, Ishii initially joined the Mitsubishi Corporation in the shipping division and spent time stationed in both London and Tokyo. Ishii left Mitsubishi Corporation in 2023 as the COO for the Ship & Aerospace division. He is based in Tokyo and joined CORE POWER to expand our market presence and foster government engagement in Japan whilst overseeing business operations for this strategic market.

Mike Pierce

Mike heads CORE POWER Energy, leading the company’s floating nuclear power plant business. Richard Demblon

Richard has a proven track record of driving business transformation and growth through the implementation of fit for purpose People, Culture and Change initiatives to underpin the business strategy. With over 40 years’ experience across several business sectors (Power, Oil & Gas, Marine Services, Mining, Rail Engineering and FMCG.), he holds a bachelor degree in psychology from the University of Natal, South Africa and has lived and worked in a number of different countries in Africa, Europe, Middle East and Asia.

Charlotte Vere
Market Development
Charlotte brings extensive expertise in maritime, sustainability, policy and regulatory development, and stakeholder relations to support CORE POWER’s mission to deliver advanced nuclear technology for coastal infrastructure, heavy industry and shipping. Prior to joining CORE POWER, Charlotte served as a Minister in the UK Government for almost eight years. Her responsibilities included a period as Maritime Minister with responsibility for shipping, ports, maritime decarbonisation and the Maritime and Coastguard Agency, and a stint at HM Treasury covering Green Finance, ESG in financial service and trade policy. She remains a member of the House of Lords.

Andrew Crowe
Energy Business Development
Andrew brings over three decades of commercial and operational leadership, with deep expertise in the global energy sector and, more recently, the infrastructure industry. His career reflects extensive international experience, having lived and worked in Norway, the Netherlands, Qatar, and Saudi Arabia, while also leading high-value commercial transactions across Asia. Prior to joining CORE POWER, Andrew held senior commercial leadership roles at Shell. During this time, he delivered substantial value across multiple markets, guided complex stakeholder engagements, and played a pivotal role in reshaping business models to meet evolving industry demands. His infrastructure experience was further broadened through his work in the UK ports sector, where he gained insight into critical logistical and operational frameworks. Within CORE POWER, Andrew is responsible for leading the business development activities across the energy business. In this capacity he works closely with industry partners and clients to explore and deliver solutions to some of the most pressing energy challenges. Collaborating with companies whose energy challenges will be addressed by floating nuclear power plants.

Jeremy McKimmy
Engineering
Jeremy McKimmy heads Engineering at CORE POWER, bringing more than 20 years of leadership experience delivering complex defense, naval, and maritime engineering programs. He has led large multidisciplinary teams across systems engineering, ship design, digital modernization, sensor integration, command-and-control systems, and advanced defense technology development. Before joining CORE POWER, Jeremy held senior leadership roles at Leidos, Roush Industries, and Naval Sea Systems Command. His experience includes leading and managing engineering organizations to deliver platforms across the defense industry. He has been an integral part of delivering several cutting-edge technologies. This includes work on the Landing Ship Medium, DDG-51 Flight III, LPD-17 Flight II, and Ford-class aircraft carriers.

Alice Caponiti
FNPP Deployment Strategy
Alice brings extensive expertise in advanced nuclear energy, policy, regulatory strategy, and technology deployment to support CORE POWER’s mission to deliver floating nuclear power for coastal infrastructure, heavy industry, and maritime applications. Alice leads efforts to accelerate the deployment readiness of advanced nuclear technologies to support global energy resilience and sustainability goals. Prior to joining CORE POWER, she spent 27 years at the U.S. Department of Energy, where she held senior leadership roles supporting advanced reactor development, commercialization, and international collaboration. Alice holds Master of Science degrees from MIT in Nuclear Engineering and Technology Policy, and has focused throughout her career on delivering reliable, low-carbon energy solutions for both traditional and remote applications.

Peter Stokes
Non-Executive Director
Mr Stokes has had an involvement in the maritime sector dating back to 1971, with a primary focus on shipping investment, finance and corporate strategy. He is currently the global head of the maritime practice at Lazard, and is also a member of the advisory board of Ultranav, a private Chilean maritime business with global operations in oil tankers, LPG carriers, bulk carriers and towage. He is also Chairman of the Global Maritime Forum, a not-for-profit foundation encouraging collaboration between leaders across the maritime value chain in tackling the industry’s fundamental long-term challenges, including decarbonisation. Mr Stokes is the author of “Ship Finance: credit expansion and the boom-bust cycle” (1992, 1998).

Richard G. Kidd IV

Richard G. Kidd IV has an extensive background spanning more than 31 years in Federal service, and has excelled in various roles, including Senior Executive Service appointments within four federal agencies and the White House. Additionally, he has been an international civil servant with over five years of work with the United Nations High Commissioner for Refugees and the United Nations World Food Programme. Over the past fifteen years, Richard's professional focus has been directed toward the advancement of the clean energy transition. In his most recent capacity as the Deputy Assistant Secretary of Defense for Environment and Energy Security, he provided strategic guidance and comprehensive oversight to the Department's initiatives encompassing energy resilience, climate change adaptation and environmental stewardship. Richard’s responsibilities included strategic planning and prioritization for military construction funds exceeding $630 million, dedicated to enhancing installation energy resilience. He also directed $40 million in research and development funding, propelling advancements in energy and environmental technologies. A steadfast advocate of nuclear power, Richard championed the merits of advanced nuclear solutions, recognizing their potential to enhance resilience and substantially reduce greenhouse gas emissions. Throughout his tenure, he consistently ensured that such solutions were integrated into the Department’s policies and investment decisions.

Chris Hartnoll

Chris Hartnoll is the Managing Director of HICO’s direct investments that focus on the maritime, logistics and energy sectors. Chris started his career as an aerospace engineer with Rolls-Royce plc, before moving into business and finance with roles in Morgan Stanley’s investment bank and Caterpillar Inc. He also served with the Royal Marines. Chris holds a First Class Masters of Electrical Engineering from Durham University and a Masters of Business Administration from Harvard Business School. He is a Chartered Engineer with the Institution of Mechanical Engineers.

Chris was a Partner and senior member of the APAC management team of Allen & Overy, one of the world’s leading global law firms. As Head of Corporate, APAC, he was responsible for leading and managing Allen & Overy’s M&A, ECM and Corporate Groups across 13 offices in APAC. He was also a Member of Allen & Overy’s Global Corporate Board, which oversees the strategy and investments of the global corporate practice of the firm. Chris is recognised as one of Asia’s leading M&A lawyers who has built a strong reputation for helping his clients navigate their strategic cross-border Asian and global M&A transactions since 1996.

Admiral (Ret) John Richardson

Admiral (ret) John Richardson served 37 years in the U.S. Navy, completing his service as the Chief of Naval Operations, the top officer in the Navy. Since retirement, he has joined the boards of several major corporations and works in leader development. While in the Navy, Richardson served in the submarine force. He commanded the attack submarine USS HONOLULU in Pearl Harbor, Hawaii, for which he was awarded the Vice Admiral James Bond Stockdale Inspirational Leadership Award. He went on to command at every level of the Navy. Richardson served as the Director of Naval Reactors from 2012 until 2015. After Naval Reactors, he served as the 31st Chief of Naval Operations, the most senior office in the Navy, from 2015 until August 2019. Richardson retired from the Navy in August 2019.Since leaving the Navy, Richardson has joined the Board of Directors for The Boeing Company, Constellation Energy Corporation, and BWX Technologies. He also serves on the Boards of the Center for New American Security, the Navy League of the United States, and is a Senior Advisor to the Johns Hopkins University Applied Physics Laboratory. Richardson graduated from the U.S. Naval Academy in 1982 with a Bachelor of Science in physics. He also holds master’s degrees in electrical engineering from the Massachusetts Institute of Technology and Woods Hole Oceanographic Institution, and a master’s degree in national security strategy from the National War College

Amy Roma
Amy Roma is a Partner at Orrick, Herrington & Sutcliffe LLP, where she advises on the regulatory and commercial strategies that determine whether next-generation energy projects are financed, licensed and built. Ms Roma guides complex regulatory approvals, licensing proceedings, compliance matters and investigations involving advanced reactors, small modular reactors (SMRs), microreactors, fusion systems, fuel cycle facilities and space and defense nuclear applications. Ms Roma works with clients to design licensing and business strategies in parallel — aligning regulatory approvals, capital formation, investment structuring, offtake arrangements and supply chain frameworks to bring advanced nuclear and fusion projects to market. Ms. Roma has been recognized as one of the Top 10 most innovative lawyers in North America by the Financial Times and by the National Law Journal as one of the Top 50 “great minds impacting the crucial intersection of energy production and the environment." Ms. Roma has also led a number of high impact pro bono humanitarian initiatives. Included among those, she leads the legal team to send the New England Patriots private team plane to China in March 2020 to pick up and donate nearly two million N95 masks to combat the COVID-19 pandemic. She also performs extensive pro bono work with refugees.

Rear Admiral (Ret) Joe Servidio
Rear Admiral (Upper Half, O-8, ret.) Joe Servidio has over four decades of maritime safety, security, environmental protection and response, and operational experience in the public and private sectors. He currently serves as a maritime advisor and consultant after having served as the Senior Vice President for Safety, Environmental, and Management Services with the Holland America Group, overseeing more than 40 cruise ships sailing around the world with Princess, Holland America, Seabourn, and P&O Australia Cruise Lines. Prior to joining the Holland America Group, he served in the U.S. Coast Guard for 35 years. Dr M El-Shanawany has been appointed (September 2023) by the Director General of the International Atomic Energy Agency as a member of the International Nuclear Safety Advisory Group (INSAG). The objective is to provide the Director General of the IAEA with authoritative advice and recommendations on current and emerging issues in nuclear and radiation safety approaches, policies, and principles. He is an advisor of CORE POWER, and Chief Nuclear advisor to Lloyd's Register, and was visiting Professor of Nuclear Safety, Centre for Nuclear Engineering, at the Imperial College, London University. And was a Member of UK Government Nuclear Innovation Research Advisory Board, (NIRAB). He was Global Nuclear Director at Lloyd’s Register until 2016. Dr El-Shanawany was the Head of the Safety Assessment Section at the IAEA, September 2004 to June 2012. The main responsibilities of the Safety Assessment Section are to strengthen Member States’ (MSs’) capabilities and infrastructure (Regulatory Body, Designers and Operators) in effective safety assessment and safety enhancement of nuclear installations taking into account the wider aspects of MSs’ Regulatory Bodies’ licensing requirements. Jerry Paul, RADM (Ret), USMS
Jerald (Jerry) Paul is an engineer, attorney, former college president and former governmental official serving at the federal, state and local levels. He formally served as a senior official at the U.S. Department of Energy and the Principal Deputy Administrator (NA-2) of the U.S. National Nuclear Security Administration (NNSA), serving as Chief Operating Officer over its three mission areas: 1. Defense Nuclear Programs; 2. Nuclear Nonproliferation; and 3. Naval Reactors. He was awarded the NNSA Gold Medal for service. During his term at NNSA, his leadership focused on nuclear safety, nuclear security, and safeguards. He has also served as the Central Technical Authority (CTA) which is the senior federal safety decision-maker for the U.S. NNSA nuclear complex within four U.S. national laboratories and additional facilities. He also served as the NNSA Deputy Administrator for U.S. Nuclear Nonproliferation (NA-24). Paul is a formers U.S. Coast Guard licensed marine engineer and served in the U.S. Merchant Marine and U.S. Navy Reserve. He recently retired as President of Maine Maritime Academy and completed his term of appointment by MARAD (U.S. Maritime Administration) as Rear Admiral, U.S. Merchant Service. Daniel Poneman
Daniel B. Poneman is a senior fellow at the Council on Foreign Relations (CFR). His work is focused on nuclear security issues. From 2015 through 2023, Poneman served as president and chief executive officer of Centrus Energy Corp., of Bethesda, Maryland, a trusted supplier of nuclear fuel and services for the nuclear power industry. Prior to joining Centrus, Poneman served as U.S. deputy secretary of energy and as chief operating officer of the department from 2009 to 2014. Between April and May 2013, Poneman served as acting secretary of energy. He was an adjunct senior fellow for U.S. foreign policy at CFR from October 2008 through June 2009. Before assuming his responsibilities as deputy secretary, Poneman served as a principal of the Scowcroft Group for eight years. From 1993 through 1996, he served as special assistant to the president and senior director for nonproliferation and export controls at the National Security Council. His responsibilities there included the development and implementation of U.S. policy in peaceful nuclear cooperation, missile technology, space-launch activities, sanctions determinations, chemical and biological arms control efforts, and conventional arms transfer policy. Christopher J. Wiernicki was until recently Chairman and CEO of the American Bureau of Shipping (ABS) and Chairman of its affiliated companies. With more than 35 years of global experience across marine and offshore design, operations, safety, digitalization, cybersecurity, and the clean energy transition, he is a recognized leader in maritime decarbonization, sustainability, and advanced technology. He serves on the U.S. President’s National Infrastructure Advisory Council and holds prominent international advisory roles, including Singapore’s Maritime International Advisory Panel. A member of the U.S. National Academy of Engineering, Wiernicki has received numerous industry honours for leadership and innovation. He holds engineering degrees from Vanderbilt University, George Washington University, and MIT, completed Harvard’s Advanced Management Program, and has received multiple honorary doctorates.

Samuel Norton
Samuel Norton is the Chief Executive Officer of OSG since July 2016, and was also previously its President until October 2024. Mr. Norton serves on the OSG Board of Directors since the acquisition by Saltchuk in July 2024 and, while OSG was publicly traded on the NYSE, Mr. Norton served on the Board of Directors since 2014. Prior to his leading OSG, Mr. Norton co-founded SeaChange Maritime, LLC in 2006, an owner and operator of container ships, and served as its Chairman and Chief Executive Officer. Mr. Norton also spent 17 years as a senior executive officer at Tanker Pacific Management (Singapore) Pte. Ltd. In 1995, Mr. Norton initiated and led the entry of the Sammy Ofer Group into the container segment and acquired and operated the first container vessels in the group's fleet. While at Tanker Pacific, Mr. Norton also conceived and started a related business, Tanker Pacific Offshore Terminals, which owns and operates a fleet of floating, offshore oil storage terminals. Mr. Norton serves on the OSG Board of Directors since the acquisition by Saltchuk in July 2024 and, while OSG was publicly traded on the NYSE, Mr. Norton served on the Board of Directors since 2014. Prior to his leading OSG, Mr. Norton co-founded SeaChange Maritime, LLC in 2006, an owner and operator of container ships, and served as its Chairman and Chief Executive Officer. Mr. Norton also spent 17 years as a senior executive officer at Tanker Pacific Management (Singapore) Pte. Ltd. In 1995, Mr. Norton initiated and led the entry of the Sammy Ofer Group into the container segment and acquired and operated the first container vessels in the group's fleet. While at Tanker Pacific, Mr. Norton also conceived and started a related business, Tanker Pacific Offshore Terminals, which owns and operates a fleet of floating, offshore oil storage terminals. Prior to joining the Ofer Group, Mr. Norton played a lead role in the Asian distressed assets group of the First National Bank of Boston, a position which acquainted him with the shipping industry and the Ofer family. Mr. Norton holds a Bachelor of Arts in Chinese Language and Literature from Dartmouth College.
